Can you use Polymarket and Kalshi in France? Rules and regulator actions (2026)

Kalshi's taker fee is 0.07 × contracts × price × (1 − price), times the series multiplier (1 by default) and rounded up to the next cent, so it peaks at 1.75¢ per contract at a 50¢ price. Resting (maker) orders are free on standard series and pay a fee only on the series Kalshi lists with maker fees.

This is not legal advice, and we don't say whether trading is legal for you in France. We report what each platform's published rules say about France and the public regulator, court and police actions we could source, each with a date. Those rules change fast, so check the platform's current terms and the law in France before doing anything. ‘Not listed’ only means a platform's own list doesn't name France; it doesn't mean trading there is permitted.

How to read this page

This page keeps two things apart for France: what each platform's own published rules say, and what regulators, courts and police in France have publicly done. A platform's list is its own policy and a government order is the government's, so a country can be on one and not the other.

The status labels are the same as in the main table. Restricted means the platform's own list blocks trading from France. Close-only means existing users there can close positions but can't open new ones. Some regions means only named regions are restricted. Separate product means residents use a different, separately regulated product, as US residents do with the Polymarket US app. Not listed means the platform's published list doesn't name France; that is not the same as permitted, and a regulator may still block the site.

Polymarket publishes two official lists that don't fully match: its Help Center page (updated August 14, 2026) and its developer docs (undated). We follow the dated Help Center list and say where the developer docs differ. Kalshi statuses follow its Member Agreement as fetched on September 24, 2026; the agreement itself is undated.

Each action shows the authority as it names itself, what it did, the platform it concerns and the date: the date of the action where it was published, otherwise the date it was first reported. Every entry is marked Official, Platform document or Secondary report. Where only secondary reporting exists, we say ‘reported by’ and name the outlet; where official sources conflict, we report both.

‘No public action found’ means our searches found none, not that none exists. Nothing on this page says whether trading is legal for you: for that, check the platforms' current terms and the law in France.

Polymarket's published rules for France

Polymarket's Help Center page on geographic restrictions (updated August 14, 2026) lists France among the 39 countries where it says trading is blocked, with no France-specific note. Its developer docs (undated) put France in the group that is close-only on both the website and the API, meaning existing users can close positions but not open new ones. The two lists don't match; we follow the dated Help Center list and record the difference.

In practice, Polymarket has said it restricted trading from France in November 2024, after the ANJ's intervention, while keeping the site open ‘for informational purposes’ (Polymarket statement of July 22, 2026). Since the ANJ's order of July 16, 2026, French internet providers have been ordered to block the domain polymarket.com itself, so the block now concerns the site, not only trading. We found no app-store removal in France.

Polymarket's only public notices that name France are the statement of July 22, 2026, in which it said ‘we intend to challenge this decision through the legal process in France’, and the announcement of August 21, 2026 that it had filed a petition against the ANJ decision ‘through the appropriate legal channels in France’. Neither names the court.

Kalshi's published rules for France

Kalshi's Member Agreement (section VI, undated, fetched September 24, 2026) lists France as a Restricted Jurisdiction. France was on Kalshi's first published list, in the Exchange Notice of October 23, 2025, on the notice of November 4, 2025, and on the current agreement. We found no Kalshi notice or blog post that names France.

The ANJ's public warning of February 24, 2026 says it asked the main prediction-market platforms to geoblock France and that Kalshi, like Polymarket, put such a mechanism in place. We found no ANJ order, formal notice or internet-provider block against Kalshi. SGI Europe reported on July 21, 2026 that Kalshi ‘remains online in France’; Kalshi's own agreement lists France as restricted, and we report both.

Regulator, court and police actions in France

The regulator is the Autorité nationale des jeux (ANJ), France's independent gambling authority, whose president holds the power to order internet providers to block unauthorised gambling sites. The ANJ treats prediction-market platforms as unauthorised gambling, calling them ‘des sites illégaux en France’ (illegal sites in France) in its warning of February 24, 2026. The law it relies on is the general prohibition of gambling in the Code de la sécurité intérieure (article L. 320-1, with online games defined at L. 320-5) and article 61 of Law no. 2010-476 of May 12, 2010, which lets the ANJ president order blocking after a formal notice with five days to respond. The ANJ's pages quote the criminal penalties for offering unauthorised online gambling (three years' imprisonment and a €90,000 fine, seven years and €200,000 if organised) and for advertising an unauthorised site ‘par quelque moyen que ce soit’, a €100,000 fine; the article numbers, 56 and 57 of the 2010 law, are as given by the law firm Kohen Avocats (August 2026). We found no action by the financial regulator, the Autorité des marchés financiers (AMF), against either platform.

November 29, 2024 (Official). After examining polymarket.com and contacting its Panamanian publisher, Adventure One QSS Inc., the ANJ announced that Polymarket had geoblocked gameplay from France. The ANJ said its action was not motivated by the use of crypto-assets, and told players who felt harmed by the closure to contact the site's publisher. This action targets the operator and the block is Polymarket's own geoblock.

February 24, 2026 (Official). The ANJ published a warning titled ‘Plateformes de marchés de prédiction : des sites illégaux en France qui peuvent présenter des risques pour les utilisateurs’, naming both Polymarket and Kalshi. It said it had asked the main platforms to geoblock France, that Polymarket had done so and that Kalshi had put a similar mechanism in place, and it listed risks for users: an addictive loop, an ‘illusion of competence’, no age checks, no betting limits and a risk of manipulation. It mentions no penalty for users.

June 2026 (Platform document; exact date not published). The ANJ sent Polymarket a formal notice (mise en demeure, which Polymarket calls a cease-and-desist) for promoting an unauthorised gambling offer, the point being that the home page displayed live odds to visitors in France. The notice is known from Polymarket's own announcement of August 21, 2026 and from a report by Journal du Coin of the same day; the ANJ has not published its date.

July 16, 2026 (Official). The ANJ president ordered French internet providers to block polymarket.com under article 61 of the 2010 law, on the ground that the site ‘promotes an illegal gambling offer’, an advertising offence. The ANJ also cited circumvention of the geoblock, the absence of identity checks for French and EU users, and suspicious betting patterns linked to compromised weather sensors. It put the site's French traffic at 578,751 visits and 205,057 unique visitors in June 2026, and noted that it had blocked 1,290 URLs in 2025 under the same power. The order targets the site, not its users; the ANJ did not describe the technical blocking method.

Court challenge: on July 22, 2026 Polymarket said it would challenge the order, and on August 21, 2026 it announced that it had filed a petition against the ANJ decision, adding that it ‘remains committed to maintaining a constructive dialogue with the ANJ’. Polymarket did not name the court, and we found no hearing date or ruling as of September 26, 2026; the case is pending. The dispute turns on one point: Polymarket says it only ever geoblocked trading and kept the site viewable, while the ANJ treats a viewable home page showing live odds as illegal advertising.

The ANJ was also one of nine European gambling regulators that signed a joint statement on prediction markets on June 18–19, 2026; the statement announces no France-specific measure. No action in France has been lifted or reversed.

What the law says about people who trade in France

This section reports what the law and the authorities in France have said about people who take part in these markets, and any enforcement against users that has been made public. It describes; it doesn't advise.

Every ANJ action to date targets the operator and those who promote the site; the advertising offence the ANJ cites in its July 2026 order applies to promotion ‘by any means whatsoever’. Neither ANJ page mentions a penalty for players, and the ANJ's November 2024 note referred players who felt harmed to the site's publisher rather than to any French consumer-protection channel. Its February 2026 warning describes risks to users, not sanctions.

Secondary legal commentary reads the law the same way: the gambling-news site jeuxcasino.com wrote in August 2026 that the French gambling provisions (Code de la sécurité intérieure L. 320-1 to L. 324-16) penalise operators, not individual players, and the law firm Kohen Avocats wrote on August 22, 2026 that affiliates and influencers who promote the site are exposed to the €100,000 advertising offence. We found no prosecution of, or arrest of, a Polymarket or Kalshi user in France, no bank restriction, and no statement from the French tax administration about prediction-market gains.

Also worth knowing about France

A criminal investigation exists, but it concerns market manipulation, not gambling by users. After a temperature spike at the Paris-Charles de Gaulle weather sensor on April 15, 2026 let a trader turn $119 into about $21,400 on a Polymarket market about Paris temperatures, Météo-France filed a complaint in April 2026 and Paris cybercrime prosecutors opened an investigation, as reported by NPR on April 23, 2026 and by Cointelegraph France. Polymarket moved the market's settlement to data from Le Bourget. The ANJ cited this episode among the grounds for its July 16, 2026 blocking order.

The ‘Trump whale’ of November 2024, a French former trader known as Théo who was reported by The Wall Street Journal (via Yahoo Finance) to have made about $85 million on Polymarket's US-election markets, coincided in time with the ANJ's November 2024 intervention. The ANJ does not cite it in any of its notices.

What you can do on PolyKal from France

PolyKal is a read-only research site, and it does not restrict access by country, including from France. Its public pages, including prices on both platforms, order-book depth, after-fee cost comparisons, the fee calculator, and large-trade and whale data, need no account. You don't need a VPN to use them.

Viewing public market data is not trading. PolyKal doesn't place orders, hold funds or give access to trading on either platform, and a restriction on Polymarket or Kalshi in France still applies to trading there. Polymarket's help center says that using a VPN to get around its restrictions violates its Terms of Use, and Kalshi's Member Agreement excludes people in its restricted jurisdictions; getting around a block can also break local law. PolyKal doesn't help anyone get around them.

Start with the compare page, the fee calculator or large trades, or read how Polymarket works and how Kalshi works.

How France compares

France is one of 27 countries, plus the United States, that PolyKal tracks. The full availability table shows every country's status under each platform's rules and its regulator actions side by side, with the same dates and sources as this page, and its change log lists every edit we make.

Every entry is re-checked at least once a quarter, and sooner when a platform or regulator announces a change. The next scheduled full re-check is shown in the sidebar.

Frequently asked questions

Is Polymarket banned in France?

Two things are true at once. Polymarket's own Help Center (updated August 14, 2026) lists France as blocked, and Polymarket says it has restricted trading from France since November 2024. Separately, the ANJ president ordered French internet providers to block polymarket.com on July 16, 2026, calling the site an unauthorised gambling offer; Polymarket filed a petition against that decision on August 21, 2026, and the case was still pending as of September 26, 2026.

Can I use Kalshi in France?

Kalshi's Member Agreement lists France as a Restricted Jurisdiction, and has since its first published list of October 23, 2025. The ANJ's warning of February 24, 2026 names Kalshi as an illegal site in France and says Kalshi has geoblocked the country. We found no ANJ order or internet-provider block aimed at Kalshi. Whether trading is lawful for you is not something this page decides.

Why did the ANJ block Polymarket in France?

According to the ANJ's decision of July 16, 2026, because polymarket.com ‘promotes an illegal gambling offer’: under French law gambling is prohibited unless authorised, and advertising an unauthorised site is an offence. The ANJ also cited circumvention of the earlier geoblock, the lack of identity checks for French and EU users, suspicious bets linked to compromised weather sensors, and traffic of 578,751 visits from France in June 2026. Polymarket disputes the decision in court, arguing that it had blocked trading from France and kept the site open only for information.

Is it illegal to use Polymarket in France?

We don't give a verdict for you. What the record shows: French law prohibits gambling that isn't authorised (Code de la sécurité intérieure, article L. 320-1), and the ANJ calls Polymarket an illegal site in France. Every ANJ action so far has targeted the operator and those who promote the site; neither ANJ page mentions a penalty for players, and secondary legal commentary in August 2026 read the gambling provisions as penalising operators rather than individual players. We found no prosecution of a Polymarket user in France. For your own situation, check the current law and the platform's terms.

Can I see Polymarket and Kalshi prices from France?

Yes, on PolyKal. PolyKal is a read-only research site that shows prices, order-book depth and fee comparisons for both platforms without an account, and it does not restrict access from France. Viewing data is not trading: PolyKal places no orders and gives no access to either platform, and the ANJ's July 2026 order blocking polymarket.com itself at French internet providers is unaffected by anything on this site.

Can I use a VPN to access Polymarket or Kalshi from France?

No. Polymarket's help center says that using a VPN to get around its restrictions violates its Terms of Use, and Kalshi's Member Agreement excludes people in its restricted jurisdictions. Getting around a block can also break local law. You don't need a VPN to research these markets: PolyKal's prices, order books and fee calculator don't require one.
