Kalshi's taker fee is 0.07 × contracts × price × (1 − price), times the series multiplier (1 by default) and rounded up to the next cent, so it peaks at 1.75¢ per contract at a 50¢ price. Resting (maker) orders are free on standard series and pay a fee only on the series Kalshi lists with maker fees.

This is not legal advice, and we don't say whether trading is legal for you in Italy. We report what each platform's published rules say about Italy and the public regulator, court and police actions we could source, each with a date. Those rules change fast, so check the platform's current terms and the law in Italy before doing anything. ‘Not listed’ only means a platform's own list doesn't name Italy; it doesn't mean trading there is permitted.

This page keeps two things apart for Italy: what each platform's own published rules say, and what regulators, courts and police in Italy have publicly done. A platform's list is its own policy and a government order is the government's, so a country can be on one and not the other.
The status labels are the same as in the main table. Restricted means the platform's own list blocks trading from Italy. Close-only means existing users there can close positions but can't open new ones. Some regions means only named regions are restricted. Separate product means residents use a different, separately regulated product, as US residents do with the Polymarket US app. Not listed means the platform's published list doesn't name Italy; that is not the same as permitted, and a regulator may still block the site.
Polymarket publishes two official lists that don't fully match: its Help Center page (updated August 14, 2026) and its developer docs (undated). We follow the dated Help Center list and say where the developer docs differ. Kalshi statuses follow its Member Agreement as fetched on September 24, 2026; the agreement itself is undated.
Each action shows the authority as it names itself, what it did, the platform it concerns and the date: the date of the action where it was published, otherwise the date it was first reported. Every entry is marked Official, Platform document or Secondary report. Where only secondary reporting exists, we say ‘reported by’ and name the outlet; where official sources conflict, we report both.
‘No public action found’ means our searches found none, not that none exists. Nothing on this page says whether trading is legal for you: for that, check the platforms' current terms and the law in Italy.
Polymarket's Help Center page on geographic restrictions (updated August 14, 2026) lists Italy among the 39 countries where it says trading is blocked, and adds an Italy-specific note: ‘Trading is restricted. Users can view markets and data but cannot trade.’ Its developer docs (undated) put Italy in the group that is close-only on both the website and the API, meaning existing users can close positions but not open new ones. The two documents don't fully match: one describes view-only access, the other close-only. We follow the dated Help Center page and record the difference.
In practice, Polymarket switched Italian users to view-only access in December 2025: Assopoker and INT News reported that it disabled real-money trading for Italy, after which the ADM removed polymarket.com from its list of blocked sites on December 15, 2025. Under the ADM's orders of July 9–10, 2026, Italian internet providers were required, by July 27, 2026, to redirect polymarket.com to the ADM's own block page, so the block now concerns the site itself, not only trading. Jamma quoted the ADM as saying that the platform ‘continua a essere considerata priva delle autorizzazioni necessarie per operare sul mercato nazionale’ (continues to be considered without the authorisations needed to operate on the national market), with no access allowed even ‘a fini consultativi’ (for consultation). Polymarket's Help Center says that using a VPN to get around its restrictions violates its Terms of Use. We found no app-store removal in Italy and no Polymarket press release that names Italy.
Kalshi's Member Agreement (section VI, undated, fetched September 24, 2026) lists Italy as a Restricted Jurisdiction. Italy was on Kalshi's first published list, in the Exchange Notice of October 23, 2025, on the notice of November 4, 2025, and on the current agreement. Punto Informatico wrote in July 2026 that Kalshi's terms did not explicitly exclude Italy; the agreement as fetched on September 24, 2026 does list Italy, and we follow the agreement. We found no Kalshi notice or blog post that names Italy.
Trade press reports that kalshi.com was in the same ADM batch of 293 domains as polymarket.com in July 2026: Financecue wrote on July 28, 2026 that ‘oltre a Polymarket, compare anche Kalshi’ (besides Polymarket, Kalshi also appears), Punto Informatico reported the same, and a statement by two Partito Democratico deputies on July 10, 2026 referred to the ‘oscuramento di Kalshi’ (blocking of Kalshi). The ADM's own list could not be retrieved by our checker on September 24–26, 2026, so the entry and its date for kalshi.com are not confirmed from the source. We found no Kalshi statement about Italy and no appeal by Kalshi.
The regulator is the Agenzia delle Dogane e dei Monopoli (ADM), Italy's customs and monopolies agency and its sole gambling licensing and enforcement authority. It keeps the ‘Elenco dei siti di gioco inibiti’, the list of gambling sites that internet providers must block, which held 12,699 domains after its update of September 24, 2026, as reported by Italian Gaming News. The power it cites is article 102 of Decreto-Legge 14 agosto 2020 n. 104 (converted by Legge 126/2020), which lets the ADM order internet providers to inhibit unauthorised gambling sites by redirecting them to an ADM page; earlier press coverage of the October 2025 listing also cited Legge 13 dicembre 1989 n. 401. Gambling advertising and sponsorship are banned by article 9 of Decreto-Legge 87/2018 (the ‘Decreto Dignità’), enforced by AGCOM; we found no AGCOM decision about Polymarket. The Ministero dell'Economia e delle Finanze (MEF) is co-respondent with the ADM in the pending court case. We found no action by the financial regulator CONSOB against either platform. The ADM's own pages returned an error to our checker on September 24 and 26, 2026, so the ADM's listings on this page rest on trade-press reports, each named below.
October 22, 2025 (Secondary report). The ADM added polymarket.com to its list of blocked gambling sites (entry no. 3223), as reported by AGIMEG and Cryptonomist. The measure was an internet-provider block of the site, aimed at the operator, not at users.
November 4, 2025 (Secondary report). The TAR Lazio (the regional administrative court, Section II) rejected Polymarket's request for an urgent, single-judge suspension of the October listing, finding no ‘estrema gravità e urgenza’ (extreme seriousness and urgency); it set a panel hearing for December 3, 2025 and asked the ADM to file clarifications by November 29, 2025. Reported by AGIMEG on November 5, 2025 and by INT News.
December 15, 2025 (Secondary report; lifted). The ADM removed polymarket.com from its list, in an update that added 55 other sites. Assopoker and INT News reported the reason as Polymarket having disabled real-money trading for Italian users, leaving view-only access, after which the first court case was not pursued. The ADM's own statement of its reasons could not be retrieved. We found no court ruling annulling the October 2025 measure; the TAR Lazio had refused to suspend it on November 4, 2025.
July 9–10, 2026 (Secondary report). On July 9, 2026 the ADM ordered internet providers to redirect polymarket.com to its institutional block page, and on July 10, 2026 it adopted the measure inserting polymarket.com in its list under article 102 of Decreto-Legge 104/2020, among 293 new domains, with providers given until July 27, 2026 to comply; Jamma reported both dates on July 10, 2026. Trade press reports kalshi.com in the same batch (Financecue, Punto Informatico). The block is an internet-provider redirect of the sites and targets the operators, not users. The main table dates this action July 27, 2026, the day the block took effect at providers.
Court challenge, pending. On August 4, 2026 (Secondary report) the president of the TAR Lazio, Section IV-ter, rejected by decree the urgent suspension sought by Blockratize Inc. and Adventure One QSS Inc. against the orders of July 9 and 10, 2026, and set a panel hearing on interim relief for August 25, 2026 (reported by Jamma and Agipronews). On August 19, 2026 Polymarket withdrew its request for interim relief, so that hearing lapsed and the block stayed in place (reported by Sitiscommesse). On September 23, 2026 the court set the hearing on the merits for December 16, 2026, with the licensed Italian operators Lottomatica, Sisal, Snai and Eurobet intervening on the side of the ADM and the MEF; Italian Gaming News and Jamma describe the central question as ‘prodotto di gioco o strumento finanziario?’ (gambling product or financial instrument?). No ruling on the merits existed as of September 26, 2026. We found no appeal by Kalshi.
The ADM was also one of nine European gambling regulators that signed a joint statement on prediction markets on June 18–19, 2026; the statement announces no Italy-specific measure. The only action lifted to date is the December 15, 2025 delisting; the July 2026 block remained in force as of September 26, 2026.

Public regulator, court and police actions concerning Polymarket and Kalshi in Italy, as of 2026-09-24. Not legal advice.
This section reports what the law and the authorities in Italy have said about people who take part in these markets, and any enforcement against users that has been made public. It describes; it doesn't advise.
Every ADM measure to date is an internet-provider block of the sites, aimed at the operators, and we found no ADM statement about penalties for users. Italian law does contain a participant-side offence: article 4, paragraph 3 of Legge 401/1989 (consolidated text of 2022, published by the Ministry of the Interior) provides that ‘chiunque partecipa a concorsi, giuochi, scommesse gestiti con le modalità di cui al comma 1 … è punito con l'arresto fino a tre mesi o con l'ammenda da euro 51 a euro 516’ (anyone who takes part in competitions, games or bets run in the manner referred to in paragraph 1 is punished with arrest of up to three months or a fine of €51 to €516). Whether that provision applies to people who trade on Polymarket or Kalshi has not been tested in any case we found.
We found no prosecution of, or arrest of, a Polymarket or Kalshi user in Italy, no bank or payment restriction specific to the platforms, and no ruling or circular from the Agenzia delle Entrate on how prediction-market gains are taxed.
Polymarket was S.S. Lazio's main shirt sponsor for a few months. The deal, announced in April 2026 and reported by SBC News and Jamma at €22 million to June 2028 with an option for one more season, ended by mutual agreement on August 12, 2026 ‘in light of the new measures adopted by the competent authorities’, as reported by SBC News, which put Polymarket's payment for 2026/27 at about €9.5 million. The ‘Decreto Dignità’ bans gambling sponsorships in Italy. On July 10, 2026, the day of the ADM listing, the Partito Democratico deputies Stefano Vaccari and Virginio Merola had called on the Government and on Lazio to draw the consequences, saying ‘la legalità non può essere a fasi alterne’ (legality cannot come and go), as reported by Jamma.
During the months when the site was viewable but not tradable from Italy, Polymarket ran a market on the Italian constitutional referendum on justice of March 23, 2026. Fanpage reported on the day of the vote that the market had drawn about $909,556 in volume (its headline gives an earlier figure of over $360,000); ‘No’ won the referendum with about 54% of the vote. We found no statement by the ADM, the Interior Ministry or AGCOM about that market.
PolyKal is a read-only research site, and it does not restrict access by country, including from Italy. Its public pages, including prices on both platforms, order-book depth, after-fee cost comparisons, the fee calculator, and large-trade and whale data, need no account. You don't need a VPN to use them.
Viewing public market data is not trading. PolyKal doesn't place orders, hold funds or give access to trading on either platform, and a restriction on Polymarket or Kalshi in Italy still applies to trading there. Polymarket's help center says that using a VPN to get around its restrictions violates its Terms of Use, and Kalshi's Member Agreement excludes people in its restricted jurisdictions; getting around a block can also break local law. PolyKal doesn't help anyone get around them.
Start with the compare page, the fee calculator or large trades, or read how Polymarket works and how Kalshi works.
Italy is one of 27 countries, plus the United States, that PolyKal tracks. The full availability table shows every country's status under each platform's rules and its regulator actions side by side, with the same dates and sources as this page, and its change log lists every edit we make.
Every entry is re-checked at least once a quarter, and sooner when a platform or regulator announces a change. The next scheduled full re-check is shown in the sidebar.
Two things are true at once. Polymarket's own Help Center (updated August 14, 2026) lists Italy as blocked and says Italian users can view markets and data but cannot trade; press reports date that switch to December 2025. Separately, the ADM ordered Italian internet providers on July 9–10, 2026 to redirect polymarket.com to its block page, effective July 27, 2026, after an earlier listing from October 22 to December 15, 2025. Polymarket is challenging the 2026 order before the TAR Lazio, which refused urgent suspension on August 4, 2026 and will hear the merits on December 16, 2026.
Kalshi's Member Agreement lists Italy as a Restricted Jurisdiction, and has since its first published list of October 23, 2025. Trade press (Financecue, Punto Informatico) reports that kalshi.com was in the ADM's July 2026 batch of blocked domains; the ADM's own list could not be retrieved by our checker, and we found no Kalshi statement or appeal about Italy. Whether trading is lawful for you is not something this page decides.
Because the ADM treats Polymarket as an unauthorised gambling site. As quoted by Jamma in July 2026, the ADM said the platform ‘continua a essere considerata priva delle autorizzazioni necessarie per operare sul mercato nazionale’ (continues to be considered without the authorisations needed to operate on the national market) and that not even view-only access would be allowed. The power it used is article 102 of Decreto-Legge 104/2020, which lets it have internet providers block unauthorised gambling sites. Polymarket is challenging the order before the TAR Lazio, and Italian Gaming News and Jamma describe the central question of the case as whether the product is a gambling product or a financial instrument; the court will hear the merits on December 16, 2026.
We don't give a verdict for you. What the record shows: the ADM considers Polymarket an unauthorised gambling site and has had it blocked at internet providers since July 27, 2026; Polymarket disputes that classification in a case the TAR Lazio will hear on December 16, 2026. Every ADM measure so far targets the site, and we found no ADM statement about penalties for users. Italian law does contain an offence for taking part in unauthorised betting (Legge 401/1989, article 4, paragraph 3: arrest of up to three months or a fine of €51 to €516), and whether it applies to prediction-market users has not been tested in any case we found; we found no prosecution of a Polymarket or Kalshi user in Italy. For your own situation, check the current law and the platform's terms.
Yes, on PolyKal. PolyKal is a read-only research site that shows prices, order-book depth and fee comparisons for both platforms without an account, and it does not restrict access from Italy. Viewing data is not trading: PolyKal places no orders and gives no access to either platform, and the ADM's July 2026 order blocking polymarket.com at Italian internet providers is unaffected by anything on this site.
No. Polymarket's help center says that using a VPN to get around its restrictions violates its Terms of Use, and Kalshi's Member Agreement excludes people in its restricted jurisdictions. Getting around a block can also break local law. You don't need a VPN to research these markets: PolyKal's prices, order books and fee calculator don't require one.

The entries below are rendered from the same dated data as the main country table, newest first. Each row shows the date, the authority as it names itself, the type of action, the platform it concerns and the source with its type.
