Polymarket 說明中心關於地理限制的頁面（2026 年 8 月 14 日更新）將義大利列入其所稱禁止交易的 39 個國家之一，並加上義大利專屬註記：「Trading is restricted. Users can view markets and data but cannot trade.」（交易受到限制。使用者可瀏覽市場與資料，但無法交易。）其開發者文件（未標註日期）則把義大利歸入在官網與 API 上皆為 僅可平倉（close-only）的那一組，也就是現有使用者可以平倉，但不能開新倉。兩份文件並不完全相符：一份描述為僅能瀏覽，另一份則是僅可平倉。我們以有標註日期的說明中心頁面為準，並記錄這項差異。

2025 年 12 月 15 日（二手報導 Secondary report；已解除）。ADM 在一波新增 55 個其他網站的更新中，把 polymarket.com 從名單中移除。據 Assopoker 與 INT News 報導，原因是 Polymarket 已停用針對義大利使用者的真錢交易，只留下僅能瀏覽的存取方式，之後第一起訴訟便未繼續進行。ADM 本身說明理由的文件無法取得。我們未發現任何法院裁定撤銷 2025 年 10 月的措施；TAR Lazio 曾於 2025 年 11 月 4 日拒絕停止執行該措施。

義大利 境內涉及 Polymarket 與 Kalshi 的監管機關、法院與警方公開行動，截至 2026-09-24。不構成法律建議。
本節說明 義大利 的法律與主管機關對參與這類市場的人有何說法，以及任何已公開的針對使用者的執法行動。本節只做描述，不提供建議。
迄今為止，ADM 的每一項措施都是透過網際網路服務供應商封鎖網站，針對的對象是營運者；我們並未發現 ADM 曾就使用者的罰則作出任何聲明。義大利法律確實設有一項針對參與者的罪名：Legge 401/1989（2022 年合併版，由內政部公布）第 4 條第 3 項規定，「chiunque partecipa a concorsi, giuochi, scommesse gestiti con le modalità di cui al comma 1 … è punito con l'arresto fino a tre mesi o con l'ammenda da euro 51 a euro 516」（任何人參與依第 1 項所述方式經營的競賽、遊戲或投注，處最高三個月拘禁，或 €51 至 €516 罰金）。這項規定是否適用於在 Polymarket 或 Kalshi 上交易的人，在我們查到的任何案例中都未經檢驗。
我們未發現義大利有任何 Polymarket 或 Kalshi 使用者遭起訴或逮捕，未發現針對這兩個平台的銀行或支付限制，也未發現 Agenzia delle Entrate（義大利稅務局）就預測市場獲利如何課稅所作的任何裁決或通函。
Polymarket 曾擔任 S.S. 在該網站可從義大利瀏覽、卻無法交易的這幾個月期間，Polymarket 開設了一個關於 2026 年 3 月 23 日義大利司法憲法公投的市場。Fanpage 在投票日當天報導，該市場已累積約 909,556 美元的成交量（其標題給出的則是超過 360,000 美元的較早數字）；「No」以約 54% 的得票率贏得公投。我們未發現 ADM、內政部或 AGCOM 就該市場發表任何聲明。
PolyKal 是純閱讀的研究網站，不會依國家限制存取，義大利 也不例外。其公開頁面，包括兩大平台的價格、訂單簿深度、扣費後成本比較、費用計算機，以及大額交易與大戶資料，都不需要帳號。使用這些頁面也不需要 VPN。
查看公開市場資料並不等於交易。PolyKal 不下單、不保管資金，也不提供任一平台的交易管道，而 Polymarket 或 Kalshi 在 義大利 的限制仍然適用於當地的交易。Polymarket 的說明中心指出，使用 VPN 規避其限制會違反其使用條款；Kalshi 的會員協議則排除其受限司法管轄區內的人士。規避封鎖也可能觸犯當地法律。PolyKal 不協助任何人規避這些限制。

Two things are true at once. Polymarket's own Help Center (updated August 14, 2026) lists Italy as blocked and says Italian users can view markets and data but cannot trade; press reports date that switch to December 2025. Separately, the ADM ordered Italian internet providers on July 9–10, 2026 to redirect polymarket.com to its block page, effective July 27, 2026, after an earlier listing from October 22 to December 15, 2025. Polymarket is challenging the 2026 order before the TAR Lazio, which refused urgent suspension on August 4, 2026 and will hear the merits on December 16, 2026.
Kalshi's Member Agreement lists Italy as a Restricted Jurisdiction, and has since its first published list of October 23, 2025. Trade press (Financecue, Punto Informatico) reports that kalshi.com was in the ADM's July 2026 batch of blocked domains; the ADM's own list could not be retrieved by our checker, and we found no Kalshi statement or appeal about Italy. Whether trading is lawful for you is not something this page decides.
Because the ADM treats Polymarket as an unauthorised gambling site. As quoted by Jamma in July 2026, the ADM said the platform ‘continua a essere considerata priva delle autorizzazioni necessarie per operare sul mercato nazionale’ (continues to be considered without the authorisations needed to operate on the national market) and that not even view-only access would be allowed. The power it used is article 102 of Decreto-Legge 104/2020, which lets it have internet providers block unauthorised gambling sites. Polymarket is challenging the order before the TAR Lazio, and Italian Gaming News and Jamma describe the central question of the case as whether the product is a gambling product or a financial instrument; the court will hear the merits on December 16, 2026.
We don't give a verdict for you. What the record shows: the ADM considers Polymarket an unauthorised gambling site and has had it blocked at internet providers since July 27, 2026; Polymarket disputes that classification in a case the TAR Lazio will hear on December 16, 2026. Every ADM measure so far targets the site, and we found no ADM statement about penalties for users. Italian law does contain an offence for taking part in unauthorised betting (Legge 401/1989, article 4, paragraph 3: arrest of up to three months or a fine of €51 to €516), and whether it applies to prediction-market users has not been tested in any case we found; we found no prosecution of a Polymarket or Kalshi user in Italy. For your own situation, check the current law and the platform's terms.
Yes, on PolyKal. PolyKal is a read-only research site that shows prices, order-book depth and fee comparisons for both platforms without an account, and it does not restrict access from Italy. Viewing data is not trading: PolyKal places no orders and gives no access to either platform, and the ADM's July 2026 order blocking polymarket.com at Italian internet providers is unaffected by anything on this site.
No. Polymarket's help center says that using a VPN to get around its restrictions violates its Terms of Use, and Kalshi's Member Agreement excludes people in its restricted jurisdictions. Getting around a block can also break local law. You don't need a VPN to research these markets: PolyKal's prices, order books and fee calculator don't require one.

Polymarket 公布了兩份彼此不完全一致的官方名單：說明中心（Help Center）頁面（2026 年 8 月 14 日更新）與開發者文件（未註明日期）。我們以有日期的說明中心名單為準，並在開發者文件有出入之處加以說明。Kalshi 的狀態則依 2026 年 9 月 24 日擷取的會員協議（Member Agreement）；該協議本身未註明日期。

Polymarket 說明中心關於地理限制的頁面（2026 年 8 月 14 日更新）將義大利列入其所稱禁止交易的 39 個國家之一，並加上義大利專屬註記：「Trading is restricted. Users can view markets and data but cannot trade.」（交易受到限制。使用者可瀏覽市場與資料，但無法交易。）其開發者文件（未標註日期）則把義大利歸入在官網與 API 上皆為 僅可平倉（close-only）的那一組，也就是現有使用者可以平倉，但不能開新倉。兩份文件並不完全相符：一份描述為僅能瀏覽，另一份則是僅可平倉。我們以有標註日期的說明中心頁面為準，並記錄這項差異。
實際上，Polymarket 在 2025 年 12 月把義大利使用者切換為僅能瀏覽的模式：據 Assopoker 與 INT News 報導，該平台停用了針對義大利的真錢交易，之後 ADM 於 2025 年 12 月 15 日把 polymarket.com 從其封鎖網站名單中移除。依據 ADM 於 2026 年 7 月 9 至 10 日的命令，義大利的網路服務業者須在 2026 年 7 月 27 日前，把 polymarket.com 重新導向至 ADM 自家的封鎖頁面，因此這項封鎖如今針對的是網站本身，而不只是交易。Jamma 引述 ADM 的說法，指該平台「continua a essere considerata priva delle autorizzazioni necessarie per operare sul mercato nazionale」（仍被視為未取得在國內市場營運所需的授權），甚至連「a fini consultativi」（供查閱之用）的存取都不允許。Polymarket 說明中心表示，使用 VPN 規避其限制會違反使用條款。我們在義大利未發現應用程式商店下架的情況，也未發現 Polymarket 發布任何點名義大利的新聞稿。
Kalshi 的會員協議（第 VI 條，未標註日期，取用於 2026 年 9 月 24 日）將義大利列為受限司法管轄區。義大利打從 Kalshi 首度公布的名單就已列入，包括 2025 年 10 月 23 日的交易所公告、2025 年 11 月 4 日的公告，以及現行協議。Punto Informatico 在 2026 年 7 月寫道，Kalshi 的條款並未明確排除義大利；但依 2026 年 9 月 24 日取用的協議內容，確實將義大利列入，我們以協議為準。我們未發現 Kalshi 有任何點名義大利的公告或部落格文章。
業界媒體報導，kalshi.com 與 polymarket.com 同屬 ADM 於 2026 年 7 月那批 293 個網域之中：Financecue 於 2026 年 7 月 28 日寫道「oltre a Polymarket, compare anche Kalshi」（除了 Polymarket，Kalshi 也出現在其中），Punto Informatico 也有相同報導，而兩位 Partito Democratico（民主黨）議員於 2026 年 7 月 10 日的聲明則提到「oscuramento di Kalshi」（封鎖 Kalshi）。我們的檢查工具在 2026 年 9 月 24 至 26 日期間無法取得 ADM 自家的名單，因此 kalshi.com 的收錄情形與日期未能從原始來源確認。我們未發現 Kalshi 就義大利發表任何聲明，也未發現 Kalshi 提出任何上訴。
監管機關是 Agenzia delle Dogane e dei Monopoli（ADM），即義大利海關與專賣局，也是該國唯一的賭博業核照與執法機關。ADM 維護「Elenco dei siti di gioco inibiti」，也就是網路服務業者必須封鎖的賭博網站名單；據 Italian Gaming News 報導，該名單在 2026 年 9 月 24 日更新後共有 12,699 個網域。ADM 所引用的法源是 Decreto-Legge 14 agosto 2020 n. 104（經 Legge 126/2020 轉換）第 102 條，該條讓 ADM 得以命令網路服務業者，以重新導向至 ADM 頁面的方式阻擋未經授權的賭博網站；較早期關於 2025 年 10 月收錄行動的媒體報導，也引用了 Legge 13 dicembre 1989 n. 401。賭博廣告與贊助則由 Decreto-Legge 87/2018（即「Decreto Dignità」）第 9 條禁止，並由 AGCOM 執行；我們未發現 AGCOM 對 Polymarket 有任何裁決。在目前待決的訴訟中，Ministero dell'Economia e delle Finanze（MEF，經濟暨財政部）與 ADM 同為被告。我們未發現金融監管機關 CONSOB 對這兩個平台採取任何行動。ADM 自家網頁在 2026 年 9 月 24 日與 26 日對我們的檢查工具回傳錯誤，因此本頁所列 ADM 的收錄情形，均依據業界媒體報導，並逐一列名如下。
2025 年 10 月 22 日（二手報導 Secondary report）。據 AGIMEG 與 Cryptonomist 報導，ADM 將 polymarket.com 列入其封鎖賭博網站名單（收錄編號 3223）。該措施是透過網路服務業者封鎖該網站，針對的是營運者，而非使用者。
2025 年 11 月 4 日（二手報導 Secondary report）。TAR Lazio（拉齊奧大區行政法院，第二庭）駁回 Polymarket 針對 10 月收錄行動所提出、由單一法官緊急停止執行的聲請，認定並無「estrema gravità e urgenza」（極度嚴重與急迫）；法院將合議庭聽證會定於 2025 年 12 月 3 日，並要求 ADM 在 2025 年 11 月 29 日前提交說明。據 AGIMEG 於 2025 年 11 月 5 日及 INT News 報導。
2025 年 12 月 15 日（二手報導 Secondary report；已解除）。ADM 在一波新增 55 個其他網站的更新中，把 polymarket.com 從名單中移除。據 Assopoker 與 INT News 報導，原因是 Polymarket 已停用針對義大利使用者的真錢交易，只留下僅能瀏覽的存取方式，之後第一起訴訟便未繼續進行。ADM 本身說明理由的文件無法取得。我們未發現任何法院裁定撤銷 2025 年 10 月的措施；TAR Lazio 曾於 2025 年 11 月 4 日拒絕停止執行該措施。
2026 年 7 月 9 至 10 日（二手報導 Secondary report）。2026 年 7 月 9 日，ADM 命令網路服務業者把 polymarket.com 重新導向至其官方封鎖頁面；2026 年 7 月 10 日，ADM 依 Decreto-Legge 104/2020 第 102 條通過措施，在新增的 293 個網域中把 polymarket.com 列入名單，並要求業者在 2026 年 7 月 27 日前遵行；Jamma 於 2026 年 7 月 10 日報導了這兩個日期。業界媒體報導 kalshi.com 也在同一批次（Financecue、Punto Informatico）。這項封鎖是透過網路服務業者對網站進行重新導向，針對的是營運者，而非使用者。主表將此行動標記為 2026 年 7 月 27 日，也就是封鎖在業者端生效之日。
法院挑戰，待決中。2026 年 8 月 4 日（二手報導 Secondary report），TAR Lazio 的 Section IV-ter 庭長以裁定駁回 Blockratize Inc. 與 Adventure One QSS Inc. 就 2026 年 7 月 9 日與 10 日命令所尋求的緊急停止執行，並把暫時性救濟的合議庭聽證會定於 2026 年 8 月 25 日（據 Jamma 與 Agipronews 報導）。2026 年 8 月 19 日，Polymarket 撤回其暫時性救濟聲請，該聽證會因此取消，封鎖也維持不變（據 Sitiscommesse 報導）。2026 年 9 月 23 日，法院把實體審理聽證會定於 2026 年 12 月 16 日，持照的義大利營運商 Lottomatica、Sisal、Snai 與 Eurobet 均站在 ADM 與 MEF 一方參加訴訟；Italian Gaming News 與 Jamma 把核心爭點形容為「prodotto di gioco o strumento finanziario?」（是賭博商品還是金融工具？）。截至 2026 年 9 月 26 日，尚無任何實體裁決。我們未發現 Kalshi 提出上訴。
ADM 也是 2026 年 6 月 18 至 19 日簽署預測市場聯合聲明的九個歐洲賭博監管機關之一；該聲明並未宣布任何針對義大利的措施。迄今唯一被解除的行動是 2025 年 12 月 15 日的移出名單；2026 年 7 月的封鎖截至 2026 年 9 月 26 日仍然有效。

本節說明 義大利 的法律與主管機關對參與這類市場的人有何說法，以及任何已公開的針對使用者的執法行動。本節只做描述，不提供建議。
迄今為止，ADM 的每一項措施都是透過網際網路服務供應商封鎖網站，針對的對象是營運者；我們並未發現 ADM 曾就使用者的罰則作出任何聲明。義大利法律確實設有一項針對參與者的罪名：Legge 401/1989（2022 年合併版，由內政部公布）第 4 條第 3 項規定，「chiunque partecipa a concorsi, giuochi, scommesse gestiti con le modalità di cui al comma 1 … è punito con l'arresto fino a tre mesi o con l'ammenda da euro 51 a euro 516」（任何人參與依第 1 項所述方式經營的競賽、遊戲或投注，處最高三個月拘禁，或 €51 至 €516 罰金）。這項規定是否適用於在 Polymarket 或 Kalshi 上交易的人，在我們查到的任何案例中都未經檢驗。
我們未發現義大利有任何 Polymarket 或 Kalshi 使用者遭起訴或逮捕，未發現針對這兩個平台的銀行或支付限制，也未發現 Agenzia delle Entrate（義大利稅務局）就預測市場獲利如何課稅所作的任何裁決或通函。
Polymarket 曾擔任 S.S. Lazio 的主球衣贊助商數個月。這筆交易於 2026 年 4 月宣布，經 SBC News 與 Jamma 報導，金額為 2,200 萬歐元、期限至 2028 年 6 月，並附帶再續一季的選擇權；最終於 2026 年 8 月 12 日經雙方合意終止，理由為「有鑑於主管機關採行的新措施」，據 SBC News 報導；該報導指出 Polymarket 就 2026/27 賽季的付款約為 950 萬歐元。《尊嚴法令》（Decreto Dignità）禁止在義大利進行博弈贊助。2026 年 7 月 10 日，也就是 ADM 將其列入名單的當天，民主黨（Partito Democratico）眾議員 Stefano Vaccari 與 Virginio Merola 曾呼籲政府與 Lazio 採取相應行動，表示「la legalità non può essere a fasi alterne」（合法性不能時有時無），據 Jamma 報導。
在該網站可從義大利瀏覽、卻無法交易的這幾個月期間，Polymarket 開設了一個關於 2026 年 3 月 23 日義大利司法憲法公投的市場。Fanpage 在投票日當天報導，該市場已累積約 909,556 美元的成交量（其標題給出的則是超過 360,000 美元的較早數字）；「No」以約 54% 的得票率贏得公投。我們未發現 ADM、內政部或 AGCOM 就該市場發表任何聲明。
PolyKal 是純閱讀的研究網站，不會依國家限制存取，義大利 也不例外。其公開頁面，包括兩大平台的價格、訂單簿深度、扣費後成本比較、費用計算機，以及大額交易與大戶資料，都不需要帳號。使用這些頁面也不需要 VPN。
查看公開市場資料並不等於交易。PolyKal 不下單、不保管資金，也不提供任一平台的交易管道，而 Polymarket 或 Kalshi 在 義大利 的限制仍然適用於當地的交易。Polymarket 的說明中心指出，使用 VPN 規避其限制會違反其使用條款；Kalshi 的會員協議則排除其受限司法管轄區內的人士。規避封鎖也可能觸犯當地法律。PolyKal 不協助任何人規避這些限制。

Two things are true at once. Polymarket's own Help Center (updated August 14, 2026) lists Italy as blocked and says Italian users can view markets and data but cannot trade; press reports date that switch to December 2025. Separately, the ADM ordered Italian internet providers on July 9–10, 2026 to redirect polymarket.com to its block page, effective July 27, 2026, after an earlier listing from October 22 to December 15, 2025. Polymarket is challenging the 2026 order before the TAR Lazio, which refused urgent suspension on August 4, 2026 and will hear the merits on December 16, 2026.
Kalshi's Member Agreement lists Italy as a Restricted Jurisdiction, and has since its first published list of October 23, 2025. Trade press (Financecue, Punto Informatico) reports that kalshi.com was in the ADM's July 2026 batch of blocked domains; the ADM's own list could not be retrieved by our checker, and we found no Kalshi statement or appeal about Italy. Whether trading is lawful for you is not something this page decides.
Because the ADM treats Polymarket as an unauthorised gambling site. As quoted by Jamma in July 2026, the ADM said the platform ‘continua a essere considerata priva delle autorizzazioni necessarie per operare sul mercato nazionale’ (continues to be considered without the authorisations needed to operate on the national market) and that not even view-only access would be allowed. The power it used is article 102 of Decreto-Legge 104/2020, which lets it have internet providers block unauthorised gambling sites. Polymarket is challenging the order before the TAR Lazio, and Italian Gaming News and Jamma describe the central question of the case as whether the product is a gambling product or a financial instrument; the court will hear the merits on December 16, 2026.
We don't give a verdict for you. What the record shows: the ADM considers Polymarket an unauthorised gambling site and has had it blocked at internet providers since July 27, 2026; Polymarket disputes that classification in a case the TAR Lazio will hear on December 16, 2026. Every ADM measure so far targets the site, and we found no ADM statement about penalties for users. Italian law does contain an offence for taking part in unauthorised betting (Legge 401/1989, article 4, paragraph 3: arrest of up to three months or a fine of €51 to €516), and whether it applies to prediction-market users has not been tested in any case we found; we found no prosecution of a Polymarket or Kalshi user in Italy. For your own situation, check the current law and the platform's terms.
Yes, on PolyKal. PolyKal is a read-only research site that shows prices, order-book depth and fee comparisons for both platforms without an account, and it does not restrict access from Italy. Viewing data is not trading: PolyKal places no orders and gives no access to either platform, and the ADM's July 2026 order blocking polymarket.com at Italian internet providers is unaffected by anything on this site.
No. Polymarket's help center says that using a VPN to get around its restrictions violates its Terms of Use, and Kalshi's Member Agreement excludes people in its restricted jurisdictions. Getting around a block can also break local law. You don't need a VPN to research these markets: PolyKal's prices, order books and fee calculator don't require one.
